Pollution Control

Ministry Of Environment and Forest (MOEF) ,Government of India (GOI),Notification Dated: 27th January 1994 and amended on 04.05.1994. The following are the list of projects requiring Environment Clearance from the Central Government

List of Project Requiring Environment Clearance from the Central Government

1. Nuclear Power and related projects such as Heavy Water Plants, nuclear fuel complex, rare earth's .
2 River Valley projects including hydel power, major irrigation and their combination including flood control.
3 Ports, Harbours , Airports (except minor ports and harbours ). 
4 Petroleum Refineries including crude and product pipelines.
5 Chemical Fertilizers (Nitrogenous and Phosphatic other than single superphosphate). 
6 Pesticides(Technical).
7 Petrochemical complexes ( Both Olefinic and Aromatic) and Petro-chemical intermediates such as DMT, Caprolactam, LAB etc. and production of basic plastics such as LDPE, HDPE,PP,VC.
8 Bulk drugs and pharmaceuticals
9 Exploration for oil and gas and their production, transportation and storage.
10 Synthetic Rubber. 
11 Asbestos and Asbestos and its products. 
12 Hydrocyanic acid and its derivatives.
13 (a) Primary metallurgical industries (such as production of Iron and Steel, Aluminum, Copper, Zinc, Lead and Ferro Alloys).
(b)Electric arc furnaces (Mini Steel Plants). 
14 Chlor-alkali industry.
15 Integrated paint complex including manufacture of resins and basic raw materials required in the manufacture of paints.
16 Viscose Staple fiber and filament yarn.
17 Storage batteries integrated with manufacture of oxide of lead and lead antimony alloy. 
18 All tourism projects between 200m-500 meters of High Tide Line or at locations with an elevation of more than 1000 meters with investment of more than Rs. 5 crores. 
19 Thermal Power Plants.
20 Mining projects (major mineral) with leases more than 5 hectares.
21 Highway Projects.
22 Tarred Road in Himalayas and / or Forest areas. 
23 Distilleries. 
24 Raw Skins and Hides.
25 Pulp, paper and newsprint.
26 Dyes.
27 Cement.
28 Foundries (individual).
29 Electroplating. 

* Any item falling under entry numbers 1, 2, 3, 4, 5, 7, 9, 10, 12, 13, 14, 16, 17, 19, 21, 25 and 27 of the above table, if the investment is less than Rs. 50 crores then Environment Clearance is not required. 

Any item reserved for Small Scale Industrial Sector with Investments less than Rs. 1 Crore does not require Environmental Clearance. 

Subsequently MOEF, GOI vide Notification dated April 10, 1997 delegated powers to State Government to issue Environment Clearance to the following Categories of Thermal Power Plants.

Co-generation Captive Plants : 
i. Co-Generation Plants : All Co-generation Plants irrespective of the installed capacities. 

ii. Captive Power Plant : Upto 250 MW (both coal and gas / naphtha based) coming up separately and not along the main industry. 

iii. Gas / Naphtha based plants upto 500 MW. 

Note : Any project proposed to be located within the radius of twenty five km boundary of reserved forests, ecologically sensitive area which may include National Parks. Sanctuaries, Biosphere Reserves, critically polluted area and within fifty kms of inter-state boundary shall require environmental clearance from the Central Government.

25 Petroleum products involving storage, transfer or processing.
26 Lubricating oils, greases or petroleum- based products 
27 Synthetic fiber including rayon, tyre cord, Polyster filament yarn.
28 Surgical and medical products involving prophylactics and latex. 
29 Synthetic detergent and soap.
30 Photographic films and chemicals.
31 Chemical, petrochemical and Electrochemicals including manufacture of acids such as Sulphuric Acid, Nitric Acid, Phosphoric Acid etc 
32 Chlorates, perchlorates and peroxides.
33 Glue and gelatin
34 Yarn and textile processing involving scouring, bleaching, dyeing, printing or any effluent/emission generating process.
35 Vegetable oils including solvent extracted oils, hydro-generated oils.
36 Industry or process involving metal treatment or process such as pickling, surface coating, paint baking, paint stripping, heat treatment, phosphating or finishing etc. 
37 Industry or process involving electroplating operations. 
38 Asbestos and asbestos-based industries. 
39 Slaughter houses and meat processing units.
40 Fermentation industry including manufacture of yeast, beer etc. 
41 Steel and steel products including coke, plants involving use of any of the equipment's such as blast furnace, open hearth furnace, induction furnace or arc furnace etc or any of the operations or processes such as heat treatment, acid pickling, rolling or galvanising etc.
42 Incineration plants. 
43 Power generating plants (excluding D.G. Sets) 
44 Lime manufacturing 
45 Tobacco products including cigarettes and tobacco processing. 
46 Dry coal processing/ Mineral processing industries like ore sintering, palletization etc.
